About Judge Richard Halloran

Richard HalloranA graduate of the University of Detroit Mercy School of Law, Judge Richard B. Halloran enjoys a reputation as an expert in the area of family law and domestic violence prevention. In 1998, he was named to the Wayne County, Michigan, Circuit Court Family Division and continues to hold this position today. His responsibilities include hearing cases on divorce, child support, child custody, and personal protection orders. Since assuming this position, Judge Halloran has presided over more than 5,000 trials on violations of Personal Protection Orders and has adjudicated more than 80,000 PPOs in his court.

Since 2010, Judge Halloran has also contributed to the development of a Solution Oriented Domestic Violence Prevention Court. The court, which is meant to assist survivors of domestic abuse, is the outcome of a grant secured by Judge Halloran from the Office of Violence against Women of the U.S. Department of Justice.

Prior to applying for this grant, Judge Richard B. Halloran served as an adviser to the State Bar of Michigan on the topic of domestic violence and co-chaired the Bar’s ad-hoc committee on parenting coordinators. He has also served as a consultant to domestic violence programs in Pennsylvania and Nevada.

A member of the American Judges Association, Judge Halloran previously served as an instructor for the Prosecuting Attorneys Association of Michigan and for the Michigan Judicial Institute. His opinions on the creation of mandatory training on domestic abuse cases were recently published in the Michigan Family Law Journal. A number of law enforcement agencies in and around Wayne County have called on him to direct training programs in this area as well.
